Doctors Practising with BEMS Degree: RTI Raises Questions in Navi Mumbai

Introduction

In January 2016, an RTI (Right to Information) query revealed that several individuals holding a Bachelor of Electropathy Medical Science (BEMS) degree were listed among registered doctors in Navi Mumbai. This disclosure sparked debate, as the BEMS qualification is not recognized by the State Government or the Medical Council of India (MCI).

The RTI Revelation

The RTI was filed by activist Anarjit Chauhan on November 30, 2015, seeking details of doctors officially registered with the Navi Mumbai Municipal Corporation (NMMC). In response, officials revealed that out of approximately 920 listed names, a number belonged to BEMS degree holders.

Civic Body’s Response

Following the disclosure, the NMMC clarified that the list was being reviewed and updated. Dr. Deepak Paropkari, medical officer of the civic health department, stated:

“We are updating the list. Documents are being verified and details of those found falling short of the norms will be given to the cops for action.”

The Larger Context

  • Recognition Issues: BEMS, or Bachelor of Electropathy Medical Science, is a qualification associated with Electropathy, a system of natural healing. However, it lacks formal recognition under state and central medical councils.

  • Legal Ambiguity: Graduates often face uncertainty, as their training is not legally acknowledged, even though they serve patients in various communities.

  • Public Debate: The RTI revelation raised questions about regulation, public safety, and the urgent need for clarity in policies regarding alternative medicine systems like Electropathy.

Conclusion

The 2016 Navi Mumbai case highlights the ongoing struggle faced by Electropathy practitioners and graduates. While the RTI exposed gaps in regulatory oversight, it also underscored the necessity for clear laws and recognition mechanisms. Without proper policy reforms, both patients and practitioners remain vulnerable to confusion and conflict in the healthcare system.
